FCCPC Shuts Down Ikeja Electric Facility Over Persistent Breach of Consumer Protection Rules

The Federal Competition and Consumer Protection Commission (FCCPC) has sealed one of Ikeja Electric’s facilities following the company’s alleged refusal to comply with regulatory directives aimed at resolving a prolonged consumer rights violation.

The enforcement action, carried out on Thursday, was confirmed by the FCCPC’s Director of Surveillance and Investigation, Bola Adeyinka, who said the Commission acted under powers granted by the Federal Competition and Consumer Protection Act (FCCPA) 2018.

Adeyinka explained that the sanction was imposed only after multiple engagements with the electricity distribution company and several warnings that went unheeded.
“Sealing this facility is a proportionate enforcement measure taken only after repeated engagement and several opportunities for voluntary compliance,” he said, adding that the seal would remain until the company provides documented proof of full compliance with directives issued by both the FCCPC and the Nigerian Electricity Regulatory Commission (NERC).

The dispute traces back to a binding NERC directive requiring Ikeja Electric to unbundle a Maximum Demand (MD) account into 20 separate non-MD accounts—one for each of 19 residential units and an additional service point owned by a complainant. NERC had also ordered the company to ensure proper metering and connection for all units.

Despite the decision, the FCCPC said Ikeja Electric failed to act, leaving the complainant without electricity for more than two and a half years. The Commission noted that the customer had fulfilled all payment obligations and met every requirement demanded by the power provider, yet was unable to use the residential units due to lack of supply.

The FCCPC further disclosed that it had repeatedly reminded Ikeja Electric about the outstanding NERC ruling. In April 2025, the Commission issued a compliance directive outlining clear steps and timelines. Nevertheless, the company allegedly took no action.

On 2 October 2025, the FCCPC issued a formal Compliance Notice giving Ikeja Electric seven business days to fully implement the required measures. The Commission said the deadline expired without any effort by the company to address the violation, prompting Thursday’s enforcement.

As at the time of filing this report, Ikeja Electric had not issued a statement regarding the sealing of its facility.
