BSPR Ranks NCC Website Among MDA’s Top Three

The Bureau of Public Service Reforms (BPSR) has ranked the Nigerian Communications Commission’s (NCC) website among the top three federal MDAs ‘ websites for 2025.

The recognition came just three weeks after the telecom regulator was ranked among the top five best-performing Federal Government agencies for 2025 by PEBEC, highlighting the Commission’s consistent investment in technology for efficient service delivery.

In the BPSR 2024/2025 scorecard ranking of 235 MDAs’ websites, the NCC placed second, after Galaxy Backbone Limited in first, and ahead of the Nigeria Export Promotion Council (NEPC) in third.

In a statement by Nnenna Ukoha, NCC’s Head, Public AffairsBPSR employed 14 evaluation criteria, encompassing website compliance with the .gov.ng domain, aesthetics, content relevance to mandates and policy, website structure, responsiveness, security, load time, usability, uptime, functionality, interactivity, accessibility, and capacity building.

The recognition was announced on Monday, December 22, 2025, at the Federal Ministry of Finance Auditorium in Abuja during the official release of the Federal Government 2024/2025 Scorecard Ranking for MDAs’ Websites. The award presentation occurred the following day, Tuesday, December 23, 2025, at BPSR’s Office.

The Commission received the award, a key metric of the National e-Government Masterplan for assessing Nigeria’s e-Government Status, for its commitment to maintaining a world-class website that improves citizen service delivery.

Accepting the award on behalf of NCC Executive Vice Chairman Aminu Maida, NCC Executive Commissioner for Technical Services Abraham Oshadami thanked the BPSR for the recognition, stating that it encourages the Commission to improve public service delivery through digital platforms, such as its website, in alignment with the Federal Government’s Ease of Doing Business policy.

BPSR Director-General Dasuki Arabi commended the NCC and two other agencies for their proactive decisions in maintaining world-class websites compliant with the Federal Government’s policy on effective and efficient service delivery.

The DG stated that the 2024/2025 MDA websites’ ranking reflects Nigerian federal public institutions’ commitment to transparent, accountable, and open governance, aligning with global best practices in citizen service delivery.

Arabi stated that the annual ranking, developed six years ago, has encouraged public institutions to embrace reforms and align with President Bola Ahmed Tinubu’s Renewed Hope agenda for improved governance and effective service delivery.

Harnessing technology for service delivery is now imperative due to the COVID-19 pandemic and resulting socio-economic disruptions, driving competitiveness, cost-effectiveness, and agile governance.

“As public servants, we must perform our duties, implement technological innovations, and standardize websites to effectively deliver services to citizens.,” he said.

He stated that the Scorecard exercise is part of the BPSR reform’s broader function of researching reform implementation and presenting ‘best practice’ models to the Public Service, with the goals of improving access to government information, facilitating financial transactions, eliminating corruption and cyber theft, and improving access to government services.

The DG commented on the rigorous nature of the exercise that produced the top three winners. “In recent weeks, the inter-ministerial Scorecard Jury meticulously reviewed selected MDA websites, applying rigorous ranking criteria. The results underwent quality assurance to ensure validity.”
