ICPC Arraigns El-Rufai Over N8.68bn Case

The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has arraigned former Kaduna State Governor Nasir El-Rufai before the Federal High Court Kaduna over allegations involving an N8.68 billion CCTV surveillance contract.
El-Rufai appeared alongside his former Senior Special Adviser and Counsellor, Jimi Adebisi Lawal, and five companies accused of involvement in alleged corruption, money laundering and financial misconduct. The case was filed under charge number FHC/KD/93C/2026 before Justice Hauwa’u Buhari of the Federal High Court in Kaduna.
The amended 11-count charge also names Singularity Network Security Limited, Solar Life Nigeria Limited, Knowledge Investment Nigeria Limited, Intercellular Nigeria Limited, and Noble Coast Resources Limited as defendants.
The ICPC charges also mention Bashir El-Rufai, identified as the former governor’s elder brother, in one of the counts. According to the commission, he is currently at large.
The anti-graft agency said the allegations relate to the award of a contract covering the procurement, survey planning, final design and installation of a Closed-Circuit Television (CCTV) surveillance system across Kaduna metropolis.
According to the ICPC, El-Rufai approved the contract while serving as governor, with the project valued at N8,682,574,054.94. The commission alleged that the contract was awarded to Singularity Network Security Limited despite claims that the company did not have the required technical skills and experience to complete the project.
The case has drawn attention as it involves a former state governor and allegations connected to public funds management. The legal proceedings are expected to continue as the court reviews the claims presented by the anti-corruption agency.
