FG Unveils New Framework for Ex-Terrorist Reintegration

The Federal Government has introduced a new DDR framework to strengthen the reintegration of former terrorists and other individuals involved in armed violence across Nigeria. The initiative aims to improve coordination, accountability and long-term peace in communities affected by conflict.

The announcement was made on Monday in Abuja by Major General Adamu Laka, National Coordinator of the National Counter Terrorism Centre (NCTC) under the Office of the National Security Adviser. He spoke during the National Validation Workshop on the Standard Operating Procedures (SOPs) for Disarmament, Demobilisation and Reintegration (DDR) at the federal level and in the pilot states of Kaduna, Katsina and Zamfara.

According to Laka, the DDR framework forms part of the government’s wider strategy to address insecurity through non-military approaches while promoting lasting peace and stability in conflict-affected areas. He explained that the new procedures are designed to support the effective implementation of the national DDR framework by providing practical guidance for institutions responsible for carrying out the programme.

Laka said the operational procedures were developed after extensive consultations with stakeholders and were shaped by Nigeria’s security challenges as well as recognised international best practices. He added that the framework will improve coordination among security agencies and civilian institutions while promoting transparency and accountability throughout the reintegration process.

He stated: “Recognising that a policy framework alone is insufficient to guide implementation, the NCTC and its partners subsequently developed a comprehensive set of Standard Operating Procedures to translate the strategic objectives of the National DDR Framework into practical guidance for implementing institutions.

“These Standard Operating Procedures have been developed through extensive consultations and draw upon national experiences, international best practices, and the unique realities of the Nigerian context.”

The Federal Government believes the DDR framework will establish clear responsibilities for participating agencies and create consistent standards for reintegration programmes across the country.
