The Renewed Hope Mass Transit Scheme is moving into its pilot phase, with the federal government preparing to deploy 10 electric buses on selected routes.

Head of the Civil Service of the Federation (HCSF), Mr Olumuyiwa Enitan Abel, inaugurated a nine-member Pilot Implementation Committee yesterday as the government works to begin the scheme.

Abel thanked President Bola Tinubu for what he described as his commitment to the welfare of Nigerian workers. He said the provision of 100 electric mass transit buses showed the administration’s determination to reduce transportation costs and improve workers’ productivity.

He urged the committee to ensure the pilot programme begins smoothly and on time. He also stressed the importance of transparency, innovation and accountability, while warning against unnecessary bureaucratic delays.

According to the Head of Service, the pilot phase will give the government practical experience to improve the transportation model before deploying the remaining 90 buses.

He also praised the Director-General of the National Automotive Design and Development Council (NADDC), Otunba Oluwemimo Osanipin, and his management team for their cooperation. Abel expressed confidence that the initiative would eventually create a sustainable transport system for workers across the Federal Public Service.

The committee’s responsibilities include:

  • Developing an implementation framework for the scheme.
  • Identifying suitable routes for the buses.
  • Creating a transparent enrolment and payment system.
  • Recommending affordable fares.
  • Ensuring safety, security and accessibility for users.
  • Making provision for persons living with disabilities.

The committee is chaired by the Permanent Secretary, Service Welfare Office, Dr Abdul Sule Garba, while Mr Nura Umar, representing NADDC, serves as Co-Chairperson.

Other members are Arc. Joy Baderin, Director, IMD; Mr Emmanuel Agodi, Deputy Director, EIR; Mr Gbenga Olowoyo, representative of JNPSNC; Mrs Joke Onireti, NADDC; Mr Bright Idehenre, Renewed Hope Infrastructure Development Fund; and Mrs Bimbo Ayere, NADDC.

Mrs Chinyere Nwosu, Chief Administrative Officer, EIR, serves as member and secretary.

Speaking for the committee, Garba thanked the Head of Service for the confidence placed in its members. He pledged that the committee would work towards delivering its mandate.

He said the committee would engage relevant stakeholders to develop an efficient, safe, transparent and sustainable transport system for Federal Civil Servants.

The electric buses were launched and commissioned on August 26, 2026, under the Renewed Hope Transit Programme. Their deployment is expected to provide a practical basis for expanding the initiative and developing a long-term staff transportation model financial pressure of daily commuting while supporting workers’ productivity. Its pilot phase will also allow the government to assess how effectively electric buses can serve civil servants before the wider rollout across the Federal Public Service.

The Renewed Hope Mass Transit Scheme is therefore expected to play a role in reducing the financial pressure of daily commuting while supporting workers’ productivity. Its pilot phase will also allow the government to assess how effectively electric buses can serve civil servants before the wider rollout of the remaining fleet.

Could the electric bus scheme significantly reduce transportation costs for Federal Civil Servants?
