Service Based Tariff Will Reduce Estimated Billing Issues – NERC

The Nigerian Electricity Regulatory Commission (NERC) has said the new service-based tariff (SBT) will help to reduce the perennial issue of estimated billing and lack of equity in pricing amongst consumers.

The NERC, which stated this in a document on its twitter handle, said electricity consumers should expect expedited action in metering and improvement in the quality of service.

The Commission further stated that the DisCos will be committed to a service level with clusters of electricity consumers.

At the commencement of the service based tariff order, the industry regulator said consumers will have their estimated billings capped to incentivise metering by the Discos and customers will be provided platforms for reporting service failure near real time to the regulator.

The NERC said, “The review will ensure that prices charged by DisCos are fair to consumers but sufficient to allow recovery of efficient cost of operation Including reasonable return on the capital invested in the business.”

“The review will provide the path to transitioning the Nigerian Electricity Supply Industry (NESI) to service-based cost reflective tariffs by July 2021.

“Tariff will be commensurate to the quality of service measured by number of hours and quality of service to clusters of electricity customers.”

NERC disclosed that the industry will achieve improvement in reliability and quality of supply on progressive basis with the new service regime, as well as incentivise the operators to expedite action on metering of their customers.

“Notwithstanding the transfer of ownership, the Federal Government has not sholved itself of the commitment to improve quality of electricity service to Nigerians through various interventions, such as the Siemens AG contract which will fast track metering of electricity customers,” the Commission said.
